Performance Oriented Funding Allocation (LOM)

 

The allocation of funds based on performance criteria is gaining importance. In all measures it is vital that the principally guaranteed freedom in research and teaching is ensured. This freedom requires a minimum amount of funding to realize autonomous and self-determined science.

The Faculty of Medicine accommodates this area of tension by guaranteeing each professorship basic funding and by allocating performance-oriented funds using a set algorithm.

This system is supplemented by elements of the classic peer review process and so-called informed peer review:

Basic Funding

The basic funding package consists of a guaranteed basic allowance and additional fundings, which have historically grown or been ensured through appointment commitments.

The additional funds of the basic funding exceeding the allowance are permanently invested and cannot be part of temporary re-allocation measures. Nevertheless, this part of basic funding is principally available and can be adapted by the Dean's Office through an informed peer review to the strategic needs of the faculty.

Performance Oriented Funding Allocation

The Faculty has established a system for performance oriented funding allocation. The Bonus Program honors the acquisition of DFG funds and publications.

This system has proven itself and will be continued. In order to counteract a progressive devaluation of these funds, the faculty aims to increase the funds allocated within the LOM process.

Peer Review

The faculty supports its scientists and their strategic goals in three particular programs: START, IZKF, Rotation Program.

These funds are allocated by members of the faculty and external reviewers (IZKF) in a peer review process.

Informed Peer Review

This process is used by the Dean's Office to justify permanent changes to the available amount of the basic funding. Performance paramters serve as a point of departure for justifying measures; in contrast to LOM, there is no automatic process here. There is a strategic evaluation to consider subject-specific characteristics among others.

The relationship between the faculty's expenditures for basic funding and the attained external funding and publications is used as the basis of the performance parameter. If an institute or department continues to fall below a certain absolute value, the Dean's Office will undertake considerations for adaption measures in the future. Subjects' specific characteristics and strategic decisions in the faculty, including teaching, are considered in the process.
